The EuroCOP Committee elects new representatives.

At its Spring Committee in Krakow the EuroCOP Committee elected two new Executive Committee members: Frank Richter, GdP Germany and Mauricio Moya, Fespol, Spain and new chairpersons and members of its subcommittees.

The National Social Dialogue Subcommittee

The National Social Dialogue Subcommittee was created in March 2008. Initially it was named the Information, Consultation and Participation Subcommittee. It was also called the Collective Rights Subcommittee.

Its tasks

To promote the exchange on collective rights related issues in the police with the goal to identify best practice in this area.

Agenda

The subcommittee follows the Terms of Reference put forward by the EuroCOP Committee which includes:

  • identify best practice with regards to rights to information, consultation and participation of police officers and to promote these rights as an integral part of a democratic police service
  • Circulating questionnaires
    Create a network list
    Investigating possibility of a conference on this subject
  • Act as a steering group for the implementation of a co-financed project that studies the structures for information, consultation and participation of police officers with the goal of identifying best practice.
Charter on Collective Rights

A charter on Collective Rights prepared by the Information and Consultation Subcommittee was adopted by the EuroCOP Committee in November 2008. This charter includes basic police officers’ rights such as:

  • Freedom of Association
  • Right to collective bargaining
  • Right to be informed and consulted
  • Right to participate in decision making concerning their working environment
  • Protection of staff representatives when carrying out their functions

Composition

From May 2010 the subcommittee is composed of a Chairperson and seven further members who are elected by the EuroCOP Committee for a two year period and a representative of the Executive Committee. The EuroCOP Committee shall aspire to assure a fair regional representation in the composition of the Subcommittee.

The initial number of members was four members and a chairperson.
